CEI 0-14 was issued by the Italian National Institute of Energy (CEI) to standardize the interpretation of Presidential Decree 462/01 across the country and provide clear guidance regarding the duties of the inspecting bodies (ASL, ARPA, and authorized bodies), the content of the technical documentation relating to approval, periodic inspections, and the administrative procedures for inspecting systems covered by the aforementioned Decree. The guide does not provide detailed information on the technical procedures for carrying out the inspections, nor does it offer suggestions regarding their content. For these purposes, reference should be made to the current CEI regulations and the relevant CEI explanatory guides. Identification of workplaces For the purposes of Presidential Decree 22 October 2001 n. 462, workplaces, in relation to the risks present, can be divided into: 1. places at greater risk in the event of fire, 2. places with risk of explosion, 3. construction sites, 4. medical premises 5 ordinary places. Places at greater risk in the event of fire The risk relating to fire in a given place is the product of the probability of a fire breaking out by the extent of the probable damage. that a fire may cause in that location. The locations at greatest risk in the event of a fire are those where the risk of fire consequences is greater than in ordinary locations. Identifying the locations at greatest risk in the event of a fire is the employer's responsibility within the broader scope of risk assessment and fire prevention, prior to the electrical design, pursuant to Legislative Decree 81/2008 and Ministerial Decree 10-03-1998. Furthermore, locations at risk of explosion include those in which explosive materials are produced, handled, processed, and stored, as defined in the regulation of the Consolidated Law on Public Safety, Royal Decree 6 May 1940 no. 635 (Table A, point 51 of the Ministerial Decree of the Ministry of Labour, 22 December 1958).

    The audit can be conducted using the relevant CEI Standards and specific CEI Guides as a reference, particularly CEI-ISPESL Guide 64-14, which is recommended for a comprehensive discussion of the topic. The audit consists of the following phases: - examination of documentation; - visual inspection of the premises and systems; - performance of tests; - preparation of the audit report and audit report; - any communications to the supervisory body.
