Electrical Safety Day (valid as a five-yearly refresher course for LAV, RLE/RL and managers)

Electrical Safety Day is for everyone and includes the five-yearly refresher course for LAV, RLE/RLe Managers, and Managers pursuant to the State-Regions Agreement of December 21, 2011, lasting 6 hours. The course will be structured according to the CEI 11-27:2025 ed.VI and CEI EN 50110-1:2024 standards, which have introduced numerous innovations regarding the state of the art of safe execution of electrical work and non-electrical work involving electrical risks. Regarding periodic training refresher courses, in the absence of specific indications in the CEI 11-27:2025 standard, . It therefore seems reasonable to establish a company-wide refresher training program for electrical workers with a planned frequency (we suggest five years, similar to the refresher training intervals indicated in the most recent State-Regions Agreements on health and safety training), as well as in the following circumstances: - legislative and/or regulatory changes regarding electrical safety; - transfer or change of duties (new electrical work to be performed); - introduction of new equipment or work technologies related to electrical work. Furthermore, for personnel already trained, instructed, and qualified to perform live electrical work, the CEI 11-27:2021 standard specifies that "the validity of the authorization to work live must be reviewed whenever necessary, in accordance with the level of suitability of the individual concerned. It is, however, good practice to review suitability for live electrical work annually." The Electrical Safety Day, which includes the CEI 11-27/2021 refresher course, features specialized professionals who can provide participants with both theoretical and practical training. The instructors are experts in electrical system safety and electrical risk assessment and have specific experience training electrical workers for CEI 11-27 PAV and PES qualifications.

For all workers, especially maintenance workers. The CEI 11-27:2025 refresher course, valid as a refresher for LAV, RLE/RL, and Managers pursuant to the State-Regions Agreement of December 21, 2011, is aimed at Expert Persons (PES) and Informed Persons (PAV) who, as part of their activities, perform work on de-energized, near, or live electrical systems for voltages up to 1000 V AC and 1500 V DC, as well as work near or live on high-voltage systems. The refresher course is also intended for Plant Managers (GI) and Work Planning Managers (GL), as well as Electrical Work Managers (RLE/RL), roles introduced and redefined in the CEI 11-27:2025 Standard, replacing the previous URI, URL, and PL designations of the 2021 version.

Plan

Regulatory updates in the plant engineering sector: - environments at increased risk in the event of fire, - environments with "ATEX" explosion hazards, - special systems (data, fiber optics, etc.), - Machinery Directive (Machinery Regulation 2023/1230 – update) - fire prevention; - Augmented reality in industry. Contents covered during the day: - Purpose and scope of the new CEI 11-27:2025 standard and CEI EN 50110-1:2024. - The roles defined by the CEI 11-27 standard (URI, RI, URL, and PL). - The new definitions of electrical work and non-electrical work zones. - Management of non-electrical work involving electrical risks. - Procedures for operating electrical systems (functional checks, operating procedures) and for identifying professional profiles. - Procedures for working without voltage (earthing and short-circuiting, working earths). - Procedures for working near and under voltage. - Management of emergency situations according to the CEI 11-27:2025 and CEI EN 50110-1:2024 standards (including arc flash risk). - Practical training in planning electrical work (work plan, intervention plan, system handover and return). - Examples of performing electrical work in compliance with the CEI 11-27 standard: electrical measurements, live and de-energized electrical work on industrial panels. Final assessment test.

Teaching methodology

The safety day uses highly interactive methods to engage participants, spark their interest, and encourage discussion of practical cases from their experience operating systems and machinery. The main personal protective equipment (PPE) needed to safely perform electrical work will be made available in the classroom.

Basic knowledge

THIS DAY IS FOR EVERYONE!!! Those undertaking the PES-PAV-PEI refresher course require real practical experience and general training in electrical engineering and systems. It is necessary to have attended the "Electrical Workers" Level 1A (Theoretical Knowledge) and Level 2A courses.


Course for maintenance workers of medium/medium and medium/low voltage electrical substations (CEI 78-17)

The CEI 78-17:2015 standard specifies the activities and professional qualifications of maintenance workers for MV/LV or MV/MV substations in order to prevent failures caused by inadequate or inadequate maintenance of the components of the related electrical systems and structures. Regarding training, the CEI 78-17 standard (formerly CEI 0-15) requires that maintenance workers at electrical substations receive training in accordance with the CEI 11-27:2025 standard, supplemented by additional training in accordance with the CEI 78-17 standard. Specifically, the CEI 78-17 standard requires maintenance workers to be specifically trained in these activities and for specific types of systems, as well as undergoing periodic refresher courses. The CEI 78-17 Standard establishes the professional requirements for workers performing maintenance activities. In the event of a contract, the client will assess the technical and professional suitability of the personnel based on these requirements, as required by Article 26 of Legislative Decree 81/08 and subsequent amendments. The CEI 78-17 Standard (formerly CEI 0-15) therefore provides an opportunity for companies performing electrical maintenance to demonstrate their professionalism and that of their MV/MV and MV/LV maintenance personnel. The proposed training course also responds to the significant interest in the maintenance of MV/MV and MV/LV electrical substations, particularly as a result of the measures adopted by the Electricity and Gas Authority (Resolution No. 247 of 28/12/2004 and subsequent amendments). This resolution highlights, in particular, the need to improve the quality of electrical systems for customers/end users powered directly from the high and medium voltage public grid, also to avoid potential liability following faults in electrical substations that impact the supplier's grid and/or other users connected to it. Instructors: The Course for Electrical Substations Maintenance Workers (CEI 78-17:2015) provides specialized expertise to provide participants with both theoretical and practical training. Instructors are experts in electrical system safety and electrical risk assessment. All have specific experience in training Electrical Workers for the CEI 11-27:2025 PAV, PES, and PEI qualifications. Instructors are qualified as health and safety trainers pursuant to Ministerial Decree 6/3/2013.

Participants must possess the following basic knowledge: - Contents of the Course for Electrical Workers compliant with CEI 11-27 level 1A (theoretical knowledge), level 2A (basic theoretical knowledge for working under voltage), level 1B (knowledge and skills for operation), and level 2B (practical knowledge of working under voltage techniques); - Possession of practical experience relating to the maintenance of MV/MV and MV/LV electrical substations.


CEI 11-27:2025 electrical workers refresher course (valid as a five-yearly refresher course for LAV, RLE/RL and managers)

  • The CEI 11-27:2025 refresher course is also valid as a five-yearly refresher course for LAV, RLE/RL, and Managers pursuant to the State-Regions Agreement of December 21, 2011, thanks to its 6-hour duration. The CEI 11-27:2025 ed.VI standard and the CEI EN 50110-1 standard, 3rd edition, have introduced numerous innovations regarding the state of the art of the safe execution of electrical work and non-electrical work involving electrical risks. Regarding periodic training updates, the CEI 11-27:2025 standard requires refresher training at least every five years, similar to the training required by the State-Regions Agreements. Article 37 of Legislative Decree 81/08 also remains in effect, stating that training must be repeated in relation to the evolution of risks or the emergence of new risks. It is therefore reasonable to establish a periodic refresher course at the company level for electrical workers, as well as in the following circumstances:
  • legislative and/or regulatory changes regarding electrical safety;
  • transfer or modification of duties (new electrical work to be performed);
  • introduction of new equipment or work technologies related to electrical work. Furthermore, for personnel already trained, instructed, and qualified to perform live electrical work, the CEI 11-27:2025 standard confirms that the validity of the authorization for live work must be reviewed whenever necessary, based on the level of suitability of the person concerned, maintaining at least an annual review as good practice. Instructors The CEI 11-27:2025 refresher course provides specialized professionals capable of offering participants both theoretical and practical training. Instructors are experts in electrical system safety and electrical risk assessment and have gained specific experience in training electrical workers for the CEI 11-27 qualifications of PAV, PES, and PEI.

    Electrical safety course for test, measurement and inspection station operators (CEI EN 50191)


    The CEI 11-27 standard requires employers to assign, in writing, the qualification level of electrical workers required to work on electrical systems. The qualification may be Expert Person (PES), Experienced Person (PAV), or Suitable for Working Under Voltage (PEI). Furthermore, the CEI 11-27 standard provides both requirements and guidelines to identify the minimum training requirements, in terms of technical, regulatory, and safety knowledge, as well as organizational and practical skills in performing electrical work. These requirements enable the acquisition, development, and maintenance of the skills of Expert Persons (PES), Experienced Persons (PAV), or Suitable for Working Under Voltage on Electrical Systems (PEI). The course covers the topics covered by the CEI 11-27 standard (levels 1A, 2A, 1B, and 2B). The CEI EN 50191 standard provides the requirements to be adopted for the installation and operation of fixed and temporary electrical test systems. "Test equipment" means all test equipment, devices, and combined testing equipment used to perform electrical tests on test objects. Instructors: The instructors of the course "Electrical Safety for Test, Measurement, and Inspection Station Operators (CEI EN 50191)" are qualified as safety trainers pursuant to Ministerial Decree 6/3/2013.

The refresher course is also intended for Plant Managers (GI) and Work Planning Managers (GL), as well as Electrical Work Managers (RLE/RL), roles provided for by CEI 11-27:2025, replacing the previous RI and PL of the CEI 11-27:2014/2021 standard.
